Board Approves Permits for Fish Creek Pond Marina & Caroga Lakes ProcellaCOR, Authorizes Cranberry Lake UMP Public Comment, and Rejects NIPA Appeal
RAY BROOK, NY – At the May Agency meeting, the Adirondack Park Agency Board approved a permit authorizing the expansion of a marina, supported staff requests for more information following a Notice of Incomplete Project Application appeal, approved a permit authorizing the use of ProcellaCOR to combat Eurasian Watermilfoil, authorized a joint public comment period for an Unit Management Plan amendment, and was briefed on regional housing strategies and New York State funding programs to help smaller rural communities address housing needs.
The Board approved a permit application for the expansion of an existing marina on Fish Creek Pond. The project involves the installation of a new dock system to include a total of 92 boat slips available for rent at the marina. More details about the project can be read online.
Next, the Board heard a Notice of Incomplete Application (NIPA) appeal from Michael Hopmeier of Unconventional Concepts Inc. The Board supported the staff requests for additional information. The appeal was requested following a fifth notice of an Incomplete Permit Application, which was issued by the Agency on January 2, 2024. The applicant is seeking approval for a new commercial use for a military grade munitions weapons testing range proposed for a leased portion of a 197-acre lot located in the Town of Lewis, Essex County. The Board also authorized APA staff to enter a joint public comment period with the NYSDEC for a proposed amendment to the Cranberry Lake Campground UMP. The amendment would guide siting, construction, and management of a medium-sized playground within the Cranberry Lake Day-Use Area. Additionally, the Board approved a permit authorizing the Town of Caroga to engage in a one-time application of ProcellaCOR EC in East and West Caroga Lakes to manage Eurasian watermilfoil. Permit conditions included adherence to Clean, Drain, Dry standards for equipment and a post-treatment concentration monitoring report and aquatic plant survey. Following treatment, the Town will continue to manage Eurasian watermilfoil in both lakes using harvesting and/or benthic barrier installation techniques. Finally, the Adirondack Park Agency was briefed on a comprehensive housing study and New York State funding programs for Adirondack communities.
Lake Champlain-Lake George Regional Planning Board Director Beth Gilles discussed their mission to promote sustainable planning initiatives that strengthens communities, provides quality jobs, and preserves the unique characteristics of the Lake Champlain-Lake George region. As a part of this, she highlighted its Building Balanced Communities for the North Country housing strategy, which addresses the region’s housing challenges through data driven analysis and community outreach and engagement.
New York State Homes and Community Renewal’s Office of Community Renewal President Crystal Loffler then provided a comprehensive overview of Governor Kathy Hochul’s Pro-Housing Community Program, which rewards local governments that are working hard to address housing needs in their communities. Loffler also highlighted funding opportunities that are currently available through HCR for North Country communities. This included the Community Development Block Grant and the Community Development Block Grant Economic Development Program.
