APA Authorizes 30-Day Public Comment Period for Proposed Revisions to Agency Policies


RAY BROOK, NY - The Adirondack Park Agency Board, at its March 16, 2023 meeting, authorized a 30-day public comment period to solicit public input on proposed revisions for two Agency policies. At the direction of the Board, staff have drafted proposed revisions to Agency 1 - Policy and Guidance System and Agency 2 - Public Comment Policy.

The Agency will accept public comment through close of business on April 21, 2023.

The purpose of Agency 1 - Policy and Guidance System is to provide the Agency with a comprehensive system for developing and maintaining new policies and guidance, as well as a systematic method for revising existing policies and guidance. Proposed revisions to Agency 1 are intended to simplify the procedures for adoption or revision of Agency policy.

Proposed revisions include:

• Eliminate requirement for consideration of policies by the Agency at a minimum of three-monthly board meetings prior to adoption

• Clarify the provisions regarding public comment opportunities

The purpose of Agency 2- Public Comment Policy is to encourage public comment in a fair, consistent and transparent manner. Proposed revisions to Agency 2 - Public Comment Policy are intended to clarify and modify the Agency’s policy for acceptance of oral and written comment.

Proposed revisions include:

• Clarify timelines and submission deadlines for written public comment periods

• Establish 20-minute public comment opportunity near the end of each monthly Board Meeting to accept both remote and in person oral comments

• Clarify procedure to sign up for monthly board meeting oral comment period, and

• Eliminate public comment period scheduled at beginning of Agency meetings.
