RAY BROOK, NY - The Adirondack Park Agency (APA) is accepting public comments on Adirondack Park State Land Master Plan conformance for proposed amendments to the Hinckley Day Use Area Unit Management Plan (UMP). The public comment period will run through March 19, 2021. Public comments should address if the proposed activities conform to the guidelines and criteria of the Adirondack Park State Land Master Plan (APSLMP).
The Hinckley Day Use Area is a State-owned, Department of Environmental Conservation (DEC)-operated public facility situated on Hinckley Reservoir approximately 0.5 miles north of the hamlet of Grant in the town of Russia, Herkimer County.
The Department of Environmental Conservation proposes seventeen actions including:
- Construct up to150 campsites;
- Construct a solid waste and recyclable collection building;
- Extend potable water system;
- Extend electric system;
- Construct multiuse trail system;
- Construct firewood storage building, and
- Construct a pavilion at Prices Point.

A Draft Supplemental Generic Environmental Impact Statement (DSGEIS) is included as a part of the UMP amendment package.
UMPs are required by the Adirondack Park State Land Master Plan for each unit of State land in the Adirondack Park. Unit Management Plans integrate the goals and objectives of the Adirondack Park State Land Master Plan, related legislation, and resource and visitor use information into a single document.
