RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its monthly meeting at its headquarters in Ray Brook, NY on Thursday, May 11th and Friday May 12th, 2017. Please use http://www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting. The Full Agency will come to order Thursday at 9:00 a.m. for Executive Director Terry Martino's monthly report.
At 9:15 a.m., the State Land Committee will convene to review proposed public drafts and consider authorizing simultaneous public comment periods with the Department of Environmental Conservation (DEC) for the Buck Pond, Caroga Lake and Piseco Lake Intensive Use Campground Unit Management Plans UMP).
The committee will also review proposed amendments to the Blue Mountain Wild Forest UMP, the Jessup River Wild Forest UMP and the Siamese Ponds Wilderness UMP. The Board may authorize simultaneous public comment periods with the DEC for these proposals.
The committee will also consider approving Minimum Requirements Approach Guidance (MRA) for the construction of trail bridges in areas classified as Wild Forest. The MRA evaluates multiple criteria (e.g. safety, cost, efficiency, resource protection, wild character) as part of planning for trail bridges using non-natural materials within areas classified as Wild Forest by the Adirondack Park State Land Master Plan.
At 12:00 p.m., the Agency invites the public to attend its annual Arbor Day Tree Planting Ceremony. This year the Agency will memorialize Peter Van de Water for his contributions to the Adirondack Park. The event will take place at the Agencys Headquarters in Ray Brook.
At 1:00 p.m., the Local Government Services Committee will hear a recap of the successful 2017 Adirondack Park Local Government Day. The committee will also consider an amendment to its Delegation Resolution for matters related to Agency-Approved Local Land Use Programs.
At 2:30 p.m., the Park Policy and Planning Committee will review the draft supplemental environmental impact statement for the Town of Crown Points proposed amendments to the Adirondack Park Private Land Use and Development Plan map. The Board may authorize a public hearing on the proposed amendments.
At 3:15 p.m., the Legal Affairs Committee will be briefed by DEC and APA staff on SEQR rulemaking and ongoing outreach. The committee will also be updated on the Administrative Adjudication Plan.
On Friday May 12th at 9:00 a.m., the Regulatory Programs Committee will consider authorizing a public comment period for renewal of an APA general permit to replace utility poles in wetlands and/or establish temporary structures in wetlands to access utility poles.
At 10:00 a.m., the Economic Affairs Committee will come to order to hear a presentation from Drew Cappabianca owner of The Hub, Brant Lake. Mr. Cappabianca will provide an overview of his business a combination bicycle shop and tavern. He will outline the operation and highlight the positive impact his business is having on the community of Brant Lake.
At 11:15 a.m., the Full Agency will come to order for committee reports, Local Government Review Board, public and member comment.
