February 2017 APA Board Meeting Agenda


RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its monthly meeting at its headquarters in Ray Brook, NY on Thursday, February 9th beginning at 9:00 a.m. and Friday, February 10th, 2017 beginning at 9:15 a.m. Please use http://www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.

The Full Agency will come to order Thursday at 9:00 a.m. for Executive Director Terry Martino's monthly report.

At 9:30 a.m., the Regulatory Programs Committee will consider approval for the proposed Saranac Lake Resort project. The project involves removal of three existing hotel structures and the redevelopment of the site with a new 93 room four story hotel. The project site is located in the Town of North Elba, Essex County.

The Regulatory Programs Committee will reconvene at 1:00 p.m. to consider a major subdivision project involving the subdivision of 590 acres of land into 17 lots. The project site is located in the Town of North Elba, Essex County.

At 2:15 p.m., the State Land Committee will come to order to begin deliberation on the elements of the 2016/17 Classification Package. Agency staff will provide an overview on the guidelines for amending the Adirondack Park State Land Master Plan, classification criteria and detail the physical characteristics of the Boreas Ponds Tract.

Following a break, staff will describe the Boreas Ponds Tract biological considerations.

On Friday at 9:15 a.m., the State Land Committee will reconvene to continue the 2016/17 Classification Package discussion. Agency staff will review intangible considerations and describe established facilities and structures present on the Boreas Ponds Tract as well as review retained rights and leases. The Agency Board will take no action on the Classification Package at this meeting.

The Committee meeting will conclude with a request from staff for Adirondack Park State Land Master Plan conformance for the Champlain Island Complex Unit Management Plan.

At 11:10 a.m., the Full Agency will come to order for committee reports, Local Government Review Board, public and member comment.

The mission of the Adirondack Park Agency is to protect the public and private resources of the Adirondack Park through the exercise of the powers and duties of the Agency as provided by law.
