RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its monthly meeting at its headquarters in Ray Brook, NY on Thursday, January 12th beginning at 12:30 p.m. and Friday, January 13th, 2017 beginning at 9:15 a.m. Please use http://www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.
The Full Agency will come to order Thursday at 12:30 p.m. for Executive Director Terry Martino's monthly report.
At 1:00 p.m., the State Land Committee will consider authorizing Agency staff to accept public comment on Adirondack Park State Land Master Plan conformance for the Moose River Plains Wild Forest Unit Management Plan amendment (MRPWF). The MRPWF is located in the Towns of Webb and Ohio in Herkimer County and the Towns of Arietta, Inlet, Long Lake, Lake Pleasant and Morehouse in Hamilton County. The amendment focuses on mountain bike trail proposals, recreational opportunities for persons with disabilities and parking issues along Route 28.
The committee will also be briefed by APA and Department of Environmental Conservation staff on the Americans with Disabilities Act and Accessibility to Outdoor Recreation.
At 2:45 p.m., the Park Ecology Committee will convene for a summary report on the 2016 Adirondack Park Invasive Plant Program (APIPP). APIPP staff Zach Simek will give an overview of the terrestrial invasive species management program and Erin Vennie-Vollrath will review the aquatic invasive species program achievements.
At 4:00 p.m., the Legal Affairs Committee will consider adoption of proposed revisions to the APA's Freedom of Information Law (FOIL). This proposed rule is intended to fulfill the APA's responsibilities under the Freedom of Information Law in Article 6 of the Public Officers Law.
On Friday at 9:15 a.m., the Regulatory Programs Committee will review a timber harvesting proposal submitted by the Lyme Timber Company. Lyme Timber requests approval to conduct a variety of silvicultural treatments on a 295 acre portion of their 16,898 acre Black Brook Tract. The project site is located in the Town of Black Brook, Clinton County.
At 10:15 a.m., the Park Policy and Planning Committee will consider accepting the Draft Supplementary Environmental Impact Statement (DSEIS) and authorize a public comment period for amendments to the Official Adirondack Park Land Use and Development Plan Map submitted by the Town of Essex. The application consists of 15 different proposals, ranging from approximately 2.3 acres to 2,599 acres. It includes more restrictive and less restrictive private land use classifications proposals. The Town of Essex is located in Essex County.
At 11:15 a.m., the Full Agency will come to order for committee reports, Local Government Review Board, public and member comment.
