RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its monthly meeting at its headquarters in Ray Brook, NY on Thursday, May 12 and Friday, May 13, 2016. Please use http://www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.
The Full Agency will come to order at 9:00 a.m. for Executive Director Terry Martino's monthly report.
At 9:30 a.m., the Regulatory Programs Committee will consider approval for a second renewal of a permit to construct a new single family dwelling located in a Resource Management land use area and within 300 feet of NYS Route 30. The project site is located in the town of Brighton, Franklin County.
The committee will also consider a variance request from the Town of Warrensburg to develop a town park along the Schroon River on the site of a pre-existing paper mill. At 10:45 a.m., the State Land Committee will convene for presentations from the Department of Environmental Conservation on the Wilmington Wild Forest and the Hammond Pond Wild Forest Unit Management Plans (UMP). The Board will consider authorizing a public comment period for State Land Master Plan (SLMP) conformance issues for the Wilmington UMP as well as a (SLMP) conformance period to run simultaneously with the Department's comment period for the Hammond Pond UMP.
At 12:15 p.m., the APA will conduct a tree planting ceremony to commemorate Arbor Day and Earth Day. This year the APA will honor former Agency Board Member Anne LaBastille. Renowned woodswoman, ecologist and author, LaBastille served on the Agency Board from 1975-1993. The public is invited to attend the tree planting which will take place in the APAs Arboretum.
At 1:30 p.m., longtime friend and estate executor Leslie Surprenant will provide an in-depth presentation on Anne LaBastille's life, career and family.
At 2:30 p.m., the Legal Affairs Committee will convene to consider undertaking the formal rulemaking process on APA Freedom of Information Law regulations.
The remainder of Thursday afternoon will include New York State Ethics training for Agency Board Members. This will not be a public session.
On Friday morning at 9:00, the Park Ecology Committee will hear a presentation on the Wild Center Youth Climate Change Summit. Jen Kretser, Director of Programs & the Youth Climate Initiative of the Wild Center will provide an overview of the Adirondack Youth Climate Summit held annually at the Wild Center in Tupper Lake and current regional, national and international initiatives including the UN COP 21 Climate talks and Paris accord. She will be joined by local teachers involved in this project and student leaders.
At 10:30 a.m., the Local Government Services Committee will be briefed on the recently held Local Government Day Conference.
At 11:00 a.m., the Park Policy and Planning Committee will review and consider accepting the Draft Supplemental Environmental Impact Statement for a proposed map amendment in the Town of St. Armand in Franklin County.
At 11:30 a.m., the Full Agency will come to order for committee reports, Local Government Review Board, public and member comment.
