NOVEMBER APA BOARD MEETING AGENDA


RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its monthly meeting at its headquarters in Ray Brook, NY on Thursday, November 12 and Friday, November 13, 2015. Please use http://www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.

The Full Agency will come to order at 9:00 a.m. for Executive Director Terry Martinos monthly report.

At 9:15 a.m., the State Land Committee will convene. The committee will consider an Adirondack Park State Land Master Plan (APSLMP) conformance determination for the Olympic Regional Development Authority's proposal to renovate and use the existing Porcupine Lodge located on Lookout Mountain at Whiteface Ski Area.

The committee will also deliberate on APSLMP conformance for the Essex Chain Lakes Unit Management Plan. The committee will consider accepting the Draft Supplemental Environmental Impact Statement for proposed amendments to the APSLMP. If accepted, the committee will authorize public hearings to solicit comments regarding the proposed Master Plan amendments.

In addition, the committee will consider authorizing a public comment period regarding APSLMP conformance for proposed amendments to the Remsen/Lake Placid Travel Corridor Unit Management Plan.

At 1:30 p.m., the Public Awareness Committee will be briefed on Cycle Adirondack. Zoe Smith, Director for the Adirondack Program of the Wildlife Conservation Society and Doug Haney, Cycle Adirondack Event Manager, will provide an overview of the event which debuted August 2015. Cycle Adirondack is a weeklong road bicycle tour through the Adirondack State Park. The event was created by WCS and supported through an inter-regional grant from the Mohawk Valley and North Country Regional Councils.

At 2:15 p.m., the Regulatory Programs Committee will assemble to consider approval for a second renewal of a permit to construct a single family dwelling on a lot in a previously approved subdivision. The project site is located in the Town of Johnsburg, Warren County. The committee will also consider approving General Permit 2015G-2 for the expedited management of aquatic invasive species using benthic barriers and hand harvesting techniques. At 3:15 p.m., the Park Ecology Committee will hear a presentation and final update on phase 2 of the EPA Grant entitled Detecting Climate Change in Wetlands in the Adirondack Park. The presentation will describe the wetlands monitoring program, citizen science volunteer program and web-based GIS database.

On Friday, November 13, 2015 at 9:00 a.m., the Full Agency will convene for a community spotlight presentation by retiring Town of Chester Supervisor Fred Monroe. Supervisor Monroe will review town accomplishments during his long tenure as supervisor and challenges facing this Warren County municipality.

At 9:45 a.m., the Economic Affairs Committee will hear an informational presentation from Joe Hackett regarding his business Tahawus, Ltd. Mr. Hackett will discuss his Adirondack Guide service and well as programs he runs for corporate and convention groups related to staff development and team building. He will detail his work in site spotting for movie production companies that shoot on location in the Adirondack Park.

At 10:45 a.m., the Full Agency will come to order for committee reports, Local Government Review Board, public and member comment.
