OCTOBER APA BOARD MEETING AGENDA


RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its monthly meeting at its headquarters in Ray Brook, NY on Thursday, October 8, 2015. The October meeting is one day only. Please use http://www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.

The Full Agency will come to order at 9:00 a.m. for Executive Director Terry Martino's monthly report.

At 9:30 a.m., the Regulatory Programs Committee will assemble to consider approval for three forestry projects. MWF Adirondack, LLC has proposed a shelterwood overstory removal harvest of 470 acres to promote growth of a well-established understory in the Conifer-Emporium Conservation Easement. The project site is located in the Town of Colton, St. Lawrence County.

Lyme Timber Company has requested to harvest a 121 acre portion of its 3,630 acre Luzeme Tract which is located in the Town of Lake Luzerne, Warren County. Treatments on this site would include thinning, patch cuts, seed tree removal and shelterwood treatments to establish new generation. Lyme Timber has also proposed a timber harvest involving even-aged management on 43 acres of timberlands within their 14,379 acre Perkins Clearing tract. This project site is north of Jessup River Road in the Town of Lake Pleasant, Hamilton County.

At 11:15 a.m., the Legal Committee will convene for a status report from APA staff on the Agency's proposal to revise its State Environmental Quality Review (SEQR) and Freedom of Information Law (FOIL) regulations. The Committee will consider reaffirming a resolution to initialize a formal rule making.

At 1:00 p.m., the Park Ecology Committee will come to order for a presentation on Eurasian Watermilfoil management in Upper Saranac Lake. Mr. Guy Middleton, Lake Manager for the Upper Saranac Lake Foundation, will provide a historical overview of milfoil management, the current status of the milfoil population and the challenges associated with managing aquatic invasive species in a large lake.

At 1:45 p.m., the State Land Committee will convene for a briefing from APA staff on the next steps the Agency will undertake in the State Land Master Plan Amendment process. The committee will hear an informational presentation by Department of Environmental Conservation and APA staff regarding Primitive Tent Site Guidance.

APA staff will provide the board with an informational presentation on Cross Country Ski Trail Guidance. The Committee will also consider authorizing a public comment period for a proposed amendment to the Whiteface Mountain Ski Area Intensive Use Unit Management Plan. The Olympic Regional Development Authority has requested to renovate and use the existing Porcupine Lodge located on Lookout Mountain at Whiteface Ski Area. ORDA intends to open Porcupine Lodge to the general public to use as a day-use only warming hut/snack bar.

At 4:15 p.m., the Full Agency will come to order for committee reports, Local Government Review Board, public and member comment.
