September Agency Board Meeting Agrenda


The Adirondack Park Agency (APA) will hold its monthly meeting at its headquarters in Ray Brook, NY on Thursday, September 10, 2015. The September meeting is one day only. Please use http://www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.

The Full Agency will come to order at 10:00 a.m. for Executive Director Terry Martino's monthly report.

At 10:30 a.m., the State Land Committee will convene for a presentation by Department of Environmental Conservation staff on the proposed final draft of the Essex Chain of Lakes Unit Management Plan (UMP). The Essex Chain Lakes Complex (Complex) is located in the towns of Minerva and Newcomb in Essex County, and the Town of Indian Lake in Hamilton County. The Complex includes the Essex Chain Lakes Primitive Area, the Pine Lake Primitive Area and portions of the Blue Mountain and Vanderwacker Mountain Wild Forests. Following the DEC presentation, APA staff will request the Agency Board to consider authorizing a public comment period to solicit comments on the proposed plan's conformance to the Adirondack Park State Land Master Plan.

At 11:30 a.m., the Local Government Services Committee will review and consider approval for a request from the Town of Willsboro, Essex County to repeal their existing town zoning law and replace with updated local land use laws.

At 1:15 p.m., the Regulatory Programs Committee will assemble to consider approval for a proposal to reclaim Bay Pond through the use of the pisticide Prenfish. The goal of the project is to remove non-native largemouth bass and restock the pond to establish a native brook trout population. Bay Pond is located in the Town of Santa Clara, Franklin County.

The committee will then hear a third renewal request for a previously approved project involving wetlands in the town of Thurman, Warren County. The Committee will also hear a first reading and consider authorizing public comment for General Permit 2015G-2 "Management of Aquatic Invasive Species Using Benthic Barriers and Hand Harvesting Techniques."

At 2:45 p.m., the Full Agency will come to order for committee reports, Local Government Review Board comment, public and member comment.
