RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its monthly meeting at its headquarters in Ray Brook, NY on Thursday, May 14 and Friday, May 15, 2015. Please use http://www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.
The Full Agency will come to order at 9:00 a.m. for Executive Director Martino's monthly report.
At 9:30 a.m., the Regulatory Programs Committee will convene to consider a proposal from Verizon Wireless to construct a 102-foot tall telecommunication tower which would be concealed as a simulated pine tree. The project site is located in Westport, Essex County.
At 10:30 a.m., the Legal Affairs Committee will deliberate the Agency,s proposed emergency project regulations. The proposed regulations will clearly define the types of projects that qualify as emergency actions and are exempt by statute from the Agency's normal regulatory review. The regulations will put in place a straight-forward process to allow a rapid response by landowners, municipalities and other State agencies to emergency events. In addition, the proposed regulations will establish a streamlined after-the-fact certification procedure that would result in clear documentation that the actions undertaken will not require additional permits or variances.
At 11:15 p.m., the Enforcement Committee will be briefed on the current process Agency enforcement staff use to investigate and resolve potential violations.
At 1:00 p.m., the State Land Committee will consider if proposed amendments to the Jessup River Unit Management Plan (UMP) conform to the Adirondack Park State Land Master Plan. The amendments under consideration involve access improvements to the existing snowmobile trail network. The Jessup River Wild Forest is located in the Towns of Arietta, Wells, Indian Lake and Lake Pleasant in Hamilton County.
The committee will consider authorizing public comment periods to solicit comments regarding State Land Master Plan conformance for the Alger Island and Fourth Lake UMP, the Vanderwhacker UMP and proposed amendments for the Meacham Lake Campground UMP. In addition, the committee will hear an informational presentation for the Santanoni UMP.
At 4:00 p.m., the Park Ecology Committee will come to order for presentations from the Adirondack Park Invasive Plant Program (APIPP). Brendan Quirion will provide a summary of the 2014 terrestrial invasive species management program and an overview of APIPPs report entitled "The Actual and Potential Economic Impact of Invasive Species on the Adirondack Park: A Preliminary Assessment."
Erin Vennie Vollrath will summarize accomplishments of the 2014 aquatic invasive species management program.
At 9:00 a.m., on Friday morning May 15, the Park Policy and Planning Committee will be briefed on the Town of Westport's (Essex County) proposed map amendment to the Adirondack Park Land Use and Development Plan map. The committee will also consider authorizing a public hearing and comment period.
At 9:45 a.m., the Local Government Services will be briefed on Local Government Day 2015.
At 10:15 a.m., the Full Agency will come to order for committee reports, Local Government Review Board comment, public and member comment.
The May Agency meeting will conclude with an Arbor Day tree planting ceremony in remembrance of James and Kimberly Barney.
The tree planting will be held at 11:00 a.m.
