APA RESCHEDULES MARCH MEETING DUE TO FORECASTED SNOW STORM


RAY BROOK, NY - The Adirondack Park Agency (APA) has modified the agenda for its regularly scheduled monthly meeting for this Thursday, March 13 and Friday, March 14, 2014. The meeting will start on Thursday morning, March 13 at 10:30 AM. Please use www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.

The Full Agency will come to order at 10:30 AM for Executive Director Martino's monthly report. At 11:00 AM, the Regulatory Programs Committee will convene to determine approvability for a Variance request from the Agency's shoreline setback requirements to expand an existing single family dwelling. The project site is located on Ranger School Road in the community of Wanakena, Town of Fine, St. Lawrence County, in an area classified as Resource Management.

At 1:00 PM, the Full Board will re-convene for a community spotlight presentation. Village of Lake Placid Mayor Craig Randall will highlight the Village's Olympic heritage, community accomplishments and assets as well as challenges facing this Essex County municipality.

At 1:45 PM the Regulatory Programs Committee will re-convene for to consider Bear Pond Ranch LLC's proposal to construct a new tourist attraction involving a zip line ride. The project site is located in Village of Lake George and the Town of Queensbury, Warren County.

At 3:30 PM, the Economic Affairs Committee will be briefed on the Homeward Bound program. Reverend Colonel Eric Olsen will overview Homeward Bound Adirondacks programs for returning Veterans. Homeward Bound focuses upon trauma resiliency, leadership for military and first-responders, and healing for Veterans and family members.

On Friday, March 14, 2014 at 9:00 AM, the Legal Affairs Committee will deliberate a request from Agency staff to initiate a formal rulemaking regarding emergency authorization regulations. Since 2011, there have been numerous state declared emergency weather events, including the 2011 flooding, Hurricane Irene, Tropical Storm Lee, and Hurricane Sandy. The Agency does not presently have a regulatory definition to establish when land use and development is an "emergency project". The proposed rule would fill this gap.

At 10:00 AM, the Local Government Services Committee will be briefed on planning efforts for the Local Government Day Conference and recent outreach efforts conducted by Agency staff as part of the annual Northern Adirondack Code Enforcement Officials Association Educational Conference.

At 10:45 AM, the State Land Committee will come to order for an Adirondack Park State Land Master Plan review of Road Mileage Guidance. The Department of Environmental Conservation (DEC)and the Agency researched historical records for road mileage as it existed in 1972 and as it presently exists. Staff will present their findings to the Board. Staff research includes only roads under the control of DEC ("Forest Preserve Roads") and not town, county, state or federal roads. It also includes only roads open to the public and not DEC administrative roads.

At 11:15 AM, the Full Agency will come to order for committee reports, Local Government Review Board comment, public and member comment.
