Adirondack Park Agency February 2014 Meeting Agenda


RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its regularly scheduled monthly meeting at its Headquarters in Ray Brook, NY on Thursday, February 13 and Friday, February 14, 2013. Please use www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.

The Full Agency will come to order at 9:00AM for Executive Director Martino's monthly report. Ms. Martino will provide the Agency Board with an overview of the Agency's 2013 Annual Report.

At 10:45AM, Chairwoman Ulrich will lead a Board Discussion reviewing the Agency's actions in 2013 and discussing the year ahead.

At 1:00PM, the State Land Committee will come to order for a first reading of the St. Regis and Hurricane Mountain Unit Management Plans. DEC staff will address the future use of the fire towers retained on these mountains. The Agency Board will consider authorizing public hearings to solicit public comment related to Adirondack Park State Land Master Plan compliance for these unit management plans.

At 1:30PM, the Regulatory Programs Committee will convene for a status update regarding the Whiteface Memorial Highway project. The committee will also consider approval for a second renewal of a permit which authorized the construction of a single family dwelling. The project is located in the Town of Wilmington, Essex County.

At 2:45PM, the Regulatory Programs Committee will re-convene. The committee will be briefed on results of Agency permit 2012-219 which authorized the use of the aquatic herbicide Renovate® OTF to control Eurasian watermilfoil in Loon Lake (Warren County). The committee will hear a first reading for two proposed general permits: 2014G-1 Management of Terrestrial Invasive Plant Species In or Within 100' of Wetlands in the Adirondack Park and 2014G-2 Access to and Replacement of Utility Poles in Wetlands. The Board will consider authorizing the Agency to accept public comment on these general permits.

On Friday, February 14, 2013 at 9:00, the Park Ecology Committee will hear a second reading for "Guidelines for Appropriate use of Aquatic Herbicides Containing the Active Ingredient Triclopyr (Renovate®) to Manage Eurasian Watermilfoil." Agency staff will also brief the committee on Agency stormwater management review and standard practices.

At 11:00AM, the Full Agency will come to order for committee reports, Local Government Review Board comment, public and member comment.
