RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its regularly scheduled monthly meeting at its Headquarters in Ray Brook, NY on Thursday, November 14 and Friday, November 15, 2013. Please use www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.
The Full Agency will come to order at 9:00 AM for Executive Director Terry Martinos monthly report. At 9:30, the Regulatory Programs Committee will come to order to consider a proposed commercial use for the towns of Dannemora and Saranac in Clinton County. The Maple Development Group has proposed to construct a new Dollar Store retail facility located on NYS Route 374 and Haley Way.
The Committee will also be briefed on the status 2012 project applications that were issued Notices of Incomplete Permit Applications. At 11:00, the State Land Committee will convene for informational presentations from Department of Environmental Conservation staff on the Hurricane Mountain and St. Regis Mountain Fire Tower Historic Area Unit Management Plans.
At 11:30, the Public Awareness and Communication Committee will receive an informational update on the Agencys Facebook and Twitter accounts.
At 1:00, the Park Ecology Committee will hear summary presentations on the Adirondack Park Invasive Plant Programs Terrestrial and Aquatic Invasive Species Management projects in 2013. Brendan Quirion will update the Committee on terrestrial invasive management work, including early season initiatives and challenges, summary of the Adirondack Park Terrestrial Response Team efforts, training accomplishments, and new and emerging threats. Meghan Johnstone will provide briefings on Eurasian watermilfoil and variable-leaf milfoil monitoring, spiny waterflea volunteer monitoring, education and outreach, and the Western Adirondack Aquatic Response Team accomplishments.
Following these presentations, Agency staff will provide a second reading of the Agency proposed guidance for use of the aquatic herbicide Renovate® and Renovate® OTF as well as an update on public comment. There will be no Board action at the November meeting. The Agency has extended the public comment period to December 2, 2013. At 2:30, the Enforcement Committee will convene for an overview presentation from Agency staff on the use of the New York State Office of Real Property Services Sales Website to monitor subdivisions as they occur throughout the Park.
At 3:30, the Legal Affairs Committee will come to order for Agency Counsels report. Agency Counsel will discuss the Agencys administrative role regarding the recently passed constitutional amendments Proposition 4 and Proposition 5. Proposition 4 involves Township 40 property ownership disputes on Raquette Lake in the Town of Long Lake (Hamilton County), and Proposition 5 involves the proposed NYCO land exchange in the Town of Lewis (Essex County).
Counsel will also comment on the recent auction of the Camp Gabriels Correctional Facility in the Town of Brighton (Franklin County), and the pending transfer of Lyon Mountain Correctional Facility in the Town of Dannemora (Clinton County). The committee meeting will conclude with an update on the Silvicultural Practices Review Group.
On Friday, November 15, 2013 at 9:00, the Local Government Service Committee will be briefed by Staff regarding model land use codes used to assist local governments in the preparation of local land use programs. Staff will also discuss an alternative approach for communities seeking some benefits of a local land use program without the need for a full-blown Agency-approved program. The committee meeting will conclude with a summary of local election results.
At 10:15, the Administrative Committee will receive an update from Information Technology staff. Administrative staff will highlight upcoming changes in technology services, including changes to the Groupwise email system, a telephone upgrade mandated by NYS Information Technology Services and related Office 365 upgrades.
At 11:00, the Full Agency will come to order for committee reports, Local Government Review Board comment, public and member comment.
