ADIRONDACK PARK AGENCY OCTOBER 2013 MEETING AGENDA


RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its regularly scheduled monthly meeting at its Headquarters in Ray Brook, NY on Thursday, October 10 and Friday, October 11, 2013. Please use www.apa.ny.gov and click Webcasting from the Contents List to watch the meeting.

The Full Agency will come to order at 9:00AM for Executive Director Terry Martinos monthly report.

At 9:30, the Public Awareness and Communication Committee will convene for a panel discussion to mark the 40th Anniversary of the Adirondack Park Agency Act. Former Executive Director Richard Persico, former Counsel for the Adirondack Park Local Government Review Board Andrew Halloran, former Chairman for the Task Force on the Adirondack Park Agency Daniel Smith and former Agency Community Planner, Staff Attorney and Department of State Designee Richard Hoffman will provide insight on the development and evolution of the Adirondack Park Private Land Use and Development Plan.

At 1:15, the Regulatory Programs Committee will come to order to hear an appeal of the Agencys August 9, 2013 Notice of Complete Permit Application for Agency project 2011-95. The applicant proposes a new private airport on existing agricultural fields in the Town of Willsboro, Essex County. The Town of Willsboro administers an Agency Approved Local Land Use Plan. Depending on the outcome of the appeal the project could be presented to the Regulatory Program Committee on Friday morning October 11.

The Committee will determine approvability for the subdivision of approximately 60 acres of land into seven lots of which four require Agency review. One new single-family dwelling and a covered dock is proposed on each of the lots. The proposed project is located in the Town of Putnam, Washington County.

At 3:00, the Regulatory Programs Committee will re-convene to consider granting a shoreline structure setback variance. The applicant propose a lateral expansion of the existing two-story single family dwelling to construct a single-story 544-sqwuare foot addition. The project site is located in the Town of Franklin, Franklin County.

At 3:45, the Legal Affairs Committee will hear a briefing from agency staff on a proposal to allow the Agency to issue timely authorizations for emergency actions. The need for such a process has become increasingly apparent over the past several years, particularly after major weather disasters such as Hurricane Irene and Sandy. An emergency regulatory procedure is imperative for public health and safety, Agency efficiency and improved coordination with other state agencies.

At 4:15, the Full Agency will convene to act on the Regulatory Program Committees recommendation regarding the appeal of the Agencys Notice of Complete Permit Application for Project 2011-95.

On Friday October 11, 2013 at 9:00, the Park Ecology Committee will hear an informational presentation on phase one of an ongoing Environmental Protection Agency funded wetlands project. The Committee will then hear a first reading of draft Agency Guidelines and Policy for the appropriate use of the herbicide Renovate and Renovate OTF to manage Eurasian Watermilfoil.

At 10:45, the Regulatory Programs Committee, depending on the outcome of the Appeal of Project 2011-95, may assemble to determine approvability for proposed project 2011-95 for a new private airport in the Town of Willsboro, Essex County.

At 11:15, the Full Agency will come to order for committee reports, Local Government Review Board comment, public and member comment.
