Adirondack Park Agency October 2011 Agency Meeting Agenda


RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its regularly scheduled monthly meeting on Thursday, October 13, 2011 at APA Headquarters in Ray Brook, NY. On Friday, October 14 the Agency Board and Executive Team staff will tour the proposed Adirondack Club and Resort project site. Administrative Law Judge Daniel O' Connell will supervise the site visit. Anyone interested in participating will be required to sign a release. Please RSVP to Deborah Lester at (518) 891.4050. Participants should meet by 8:45 AM at the Tupper Lake Municipal Park on Route 3 across from the shopping plaza.

Please note, due to ex parte requirements no dialogue is permitted between Agency Board Members and members of the media or public regarding the Adirondack Club and Resort project.

The Full Agency will convene on Thursday morning at 9:00 for Executive Director Terry Martino's report where she will update the Board on monthly accomplishments.

At 9:30, The Regulatory Programs Committee will be updated by APA and DEC on the ongoing emergency response to Tropical Storm Irene.

The committee will also consider two variance requests.

Project variance 2003-80 involves a shoreline variance request for the construction of a single family dwelling within 1/8 mile of a Wilderness critical environmental area and the installation of an on-site wastewater treatment system within 100 feet of a navigable waterbody. The project site is located in the Town of Fine, St. Lawrence County.

Project Variance 2010-205 involves a request for a shoreline structure setback variance to construct a whitewater recreational park on the Sacandaga River. The project site is located in the Town of Hadley, Saratoga County.

Following the variance deliberations, the committee will receive an update on the status of the previously approved and amended Ski Bowl Village at Gore Mountain project. The Ski Bowl Village project is located adjacent to Gore Mountain and the Hamlet of North Creek in the Town of Johnsburg, Warren County.

At 1:00, the Regulatory Programs Committee will re-convene for an update on telecommunication projects.

At 2:00, the Park Ecology Committee will hear a presentation form Richard Z. Donovan, Senior Vice President and Vice President of Forestry at the Rainforest Alliance. Mr. Donovan will discuss the Rainforest Alliance, the forest products industry on a continental and global scale, third-party certification programs, and sustainable forestry.

Daniel Spada, APA's Supervisor for Natural Resource Analysis and Scientific Services, will report on his recent travel to Finland as a participant in the Wild Center/Heureka science exchange. Mr. Spada will address national parks and state forest lands, the wood products industry, and sustainability.

At 3:30, the State Land Committee will convene to take action on revisions to the Adirondack Park State Land Master Plan. The committee will consider updates to Area Descriptions and statistical information found in its appendices, including statistical information on State administrative areas, easement lands and the Parks Wild/Scenic/Recreational River System, as well as Travel Corridors. At 4:15, the Full Agency will assemble to take action as necessary.

The November Agency meeting is scheduled for November 17-18, 2011 at Agency headquarters in Ray Brook.

December Agency Meeting: December 15-16, 2011 at the Adirondack Park Agency Headquarters.
