April Agency Meeting Agenda


RAY BROOK, NY – The Adirondack Park Agency (APA) will hold its regularly scheduled monthly meeting on Thursday, April 16 and Friday April 17, 2009 at the APA Headquarters in Ray Brook, NY.

The Full Agency will convene on Thursday morning at 9:00 for the Acting Executive Director’s monthly report. At 9:15 a.m., the Regulatory Programs Committee will consider a proposal for a variance for the Village of Keeseville to construct a Veteran’s Memorial Park. The park is a component of the "Historic District Loop" of the Three Falls Walking Trail planned between Keeseville's Historic District and AuSable Chasm. The park is located in the Village of Keeseville, Essex County. Key issues include shoreline setback and vegetation removal.

Next the committee will determine approvability for a 6-lot subdivision involving wetlands. The proposed project involves the subdivision of approximately 55 acres of land into 5 building lots and the retention of one lot with an existing single family house. The project site is located on Muzzy Road in the Town of Franklin, Franklin County. Key issues include the potential visibility of proposed structures and the design of the proposed on-site wastewater treatment systems.

The Regulatory Programs Committee will then hear a request for the second renewal of a permit for a greater than 25 percent expansion to a preexisting commercial sand and gravel extraction operation. This operation is located off County Route 54 in the Town of Bellmont, Franklin County.

The committee will conclude its meeting deliberating the renewal of amended General Permit 2002G-3A, which authorizes Certain Minor Regulated Activities in APA-Jurisdictional Freshwater Wetlands. At 11:00, the Park Planning Committee will consider approving the Agency’s proposed Community Housing Policy. This policy is intended to foster cooperative planning relationships between the Agency and local governments on community housing issues.

Park Planning will also review a technical map amendment to correct the official Park map. This amendment reclassifies approximately 21.5 acres of land from the current private classification to State Land - Pending Classification.

Agency staff will conclude the committee meeting with a presentation on the NYS Department of Transportation’s VISIDATA, a photo logging technology used for trend analysis in the vicinity of Cascade Lakes. At 1:00 p.m., the State Land Committee will consider State Land Master Plan compliance for proposed amendments to the Bog River Complex and the Aldrich Pond Wild Forest Unit Management Plans. Following the State Land Committee, the Local Government Services Committee will review proposed amendments to approved local land use programs from the Towns of Queensbury and Hague. At 3:00, the Enforcement Committee will hear a presentation summarizing enforcement efforts and accomplishments for 2008. At 4:00, the Legal Committee will be briefed on the Agency’s 2009 Departmental bills involving affordable housing incentives, permit process modifications and the establishment of a local government planning grant program. On Friday, April 17 at 9:00 a.m., the Full Agency will come to order for the “Community Spotlight” presentation. This month the Agency will hear from Supervisor Dan Connell from the Town of Westport, Essex County. At 9:30, the Economic Affairs Committee will participate in a panel discussion on manufacturing enterprises and entrepreneurs in the Adirondack Park. Representatives from Old Adirondack, General Composites, and Placid Boatworks will discuss their businesses and reasons for locating in the Adirondack Park as well as the importance of the “Adirondack brand” for marketing certain products.

At 11:00, the Administration Committee will be updated on a Personnel Policy. The Full Agency will convene at 11:15 a.m. to conclude its meeting with committee reports and take actions as necessary.
